About the LBCM

The Legislative Black Caucus of Maryland, Inc. (LCBM) a 501(c) 4 came into existence out of a political necessity.  In the American Two-Party System, politics is a matter of adversaries and alliances.  It is, therefore, the highest political wisdom to have a stable alliance with and among those of similar interests.  Thus, it was natural that when a sufficient number of black legislators had been elected they would form such a grouping.

The significant addition of a black collective legislative voice was incorporated into the Maryland political landscape in 1970.  The Caucus has increased from its original membership of seventeen to its present compliment of forty-three.  The attainment of this membership level is a particularly noteworthy accomplishment that heralds the Legislative Black Caucus of Maryland as one of the largest group of black legislators in the United States.
